The City of Findlay Water Department is replacing the infrastructure that communicates electronic water usage data between the meter and the Water/Sewer Billing Department. There are approximately 10,000 customers without new equipment, and consumption for these customers cannot be electronically monitored. Customers that have not yet received a new transmitter are having their water usage estimated based on previous consumption. Please remember that it is the responsibility of the homeowner/resident to check their plumbing system for leaks and make repairs accordingly.

Meter Technicians obtain physical meter readings during regular service operations; however, their main focus is installation of new equipment as supply chain allows. To clarify, the transmitter device that sends the usage data to the billing system is being replaced, with nearly half the city having new equipment thus far. Meters throughout the City are operational and continue to register water usage.

Guidelines for the billing, estimation and adjustment process

Have you lived at your residence for more than 2 years?

  • If Yes, unless you have had a major leak in the past 2 years, your estimated water bill is likely as normal.
  • If No, your estimated bill is based on meter usage over the past 2 years. If you are a household of 2 and occupy a previous household of 4, the estimation may be higher. In the reverse, if you are a household of 4 and occupy a previous household of 2, you are likely being underestimated.

 How will I know if I have new equipment?

  • In the center of the lower portion of your bill (at the perforation line) you will see the word “Book” followed by a number. If there is an “A” beside the number, you have new equipment.

Book: 01 = Does not have new Equipment

How will my bill be adjusted?

  • Each residential bill has a minimum charge of up to 400 cubic feet of water. Rates established by City Ordinance (10/1/2011)
  • Each property has a physical meter reading prior to the system going down.
  • Another physical read is taken at the time the equipment is installed.
  • Through a rigorous checks and balance process, the billing clerks take both reads and removes the minimum amount. If there is a negative read, a credit is placed on the account. If there is an overage, the bill is created from the adjusted usage.
  • After installation of new equipment, you will see usage and billing normalize and future bills will no longer be estimated.
